SUMMARY OR PURPOSE
Plan, organize, and manage all aspects of the Child Care Center program serving infants, toddlers and preschoolers. Work independently under broad organizational guidelines to achieve the Child Care Center goals and objectives. Ensure the Child Care Center adheres to all applicable federal, tribal, state and local regulations and requirements. Seek funding for the sustainability of the Child Care Center program. Assess program effectiveness including child and family outcomes, staff competencies and determine implementation strategies in partnership with Child Care Team, representatives, and partner agencies.

 

DUTIES OF THE POSITION:

Collaborates with other NVB staff and stakeholders (e.g. other administrators, auditors, public agencies, community members, office staff, etc.) for the purpose of implementing and/or maintaining Child Care Center services.

Develops and implements policies and procedures for the Child Care Center that align with any applicable Child Care and Development Fund (CCDF), state or tribal licensing or approval requirements and regulations.

Obtains and shares data from a wide variety of sources (e.g. staff, public agencies, community partners, local health organization, etc.) to gauge the need for center-based childcare services for eligible children and families.

Directs, supervises and monitors all aspects of the Child Care Center for the purposes of providing services within CCDF grant requirements.

Provides training and professional development opportunities for Child Care Center staff to meet any applicable federal, state or tribal licensing or approval requirements.

Serves as a representative of the Child Care Center and works in conjunction with the Workforce Director to advocate for additional financial resources, partnerships and mutual collaborations benefiting children and families.

Ensures proactive ongoing communication with families enrolled in the Child Care Center and creates opportunities for families to be involved at the Center.

Works with the Workforce Director to develop the annual Child Care Center budget. Monitors expenditures, fund balances and related financial activities for the purpose of ensuring that financial reporting is accurate, revenues are recorded, expenses are within budget limits and expenses are allowable. Manages billing for the Child Care Center.

Performs personnel administrative functions (e.g. hiring, training, supervising, coaching, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining necessary staffing, enhancing productivity of staff, and ensuring necessary department/program outcomes are achieved.

Responds to inquiries of staff, (e.g. Personnel, other professional organizations, etc.) for the purpose of providing information and/or direction as requested.

Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the Child Care Center Program.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of local, state, and federal child care regulations.

Knowledge of grants management and administration, budget preparation, and procurement procedures.

Knowledge of supervisory principles, practices, and methods.

Knowledgeable of principles and practices of child development and early childhood education.

Skill in flexibility and capacity to adapt to change.

Ability to maintain confidentiality of work-related information and materials.

Ability to organize, prioritize, manage and carry out duties efficiently and within established timeframes.

Ability to provide oral and written communication clearly and concisely,

Ability to establish and maintain collaborative working relationships with all stakeholders.

QUALIFICATIONS.

Bachelor’s degree in early childhood education or related field, or an equivalent combination of education and experience to meet the state and tribal requirements for the Child Care Center Administrator position.

Two years’ work experience in managing a successful child care program.

Two years’ supervisory or management experience.

Valid Alaska driver’s license.

Ability to complete all state and tribal training requirements for the Child Care Center Administrator position including but not limited tote OSHA Blood Borne Pathogen training, Pediatric First Aid and CPR certifications Prevention of Child Abuse and Neglect, and state Food Manager’s card. This includes training required within 90 days of hire and annually thereafter.

Documentation that the individual is free from active pulmonary tuberculosis.

Applicants must pass a state and federal criminal history background check per state and federal requirements.

Must be 21 years of age or older.
