Short-Term Support for Tribal Members

ARPA Department

The Native Village of Barrow offers assistance funded by the American Rescue Plan Act of 2021 (ARPA) to address short-term financial and personal needs. These programs ensure that tribal members have access to critical services, including medical travel support, bereavement assistance, and broadband reimbursement.

  • What it Covers - Native Village of Barrow tribal members may qualify for mortgage or rental assistance under the ARPA program.
  • Eligibility - Tribal members must be 18 years or older to qualify.
  • Application Process - Submit a completed application along with a letter from a healthcare provider or case manager explaining the need for out-of-area medical care (appointment reminders or itineraries are not accepted).
  • Award Limits - $500 per month for up to 3 months per calendar year.

Elder Stipend Assistance Agreement

  • What it Covers - One-time $1,200 stipend for 2025 and quarterly $300 stipends for 2026.
  • Eligibility - Enrolled NVB tribal members who meet Elder status requirements.
  • Application Process - Complete and sign the Elder Stipend Assistance Agreement form. Submit to NVB office with tribal number and DOB.
  • Award Limits - $1,200 (2025) and $300 per quarter (2026). 1099 will be issued for tax reporting.

  • What it Covers - Provides financial assistance for primary residences (not rentals or secondary homes). Payments are made directly to the provider.
  • Eligibility - Tribal members must be 18+, meet income qualifications, and be experiencing financial hardship.
  • Application Process - Submit a completed application with required documentation. Incomplete applications will not be processed.
  • Award Limits - Based on need and funding availability.

  • Who It's For - Native Village of Barrow tribal members may qualify for Homelessness assistance, under the ARPA program. To qualify, the applicant must be experiencing homelessness and unable to be placed in a shelter/home or all other primary resources are not available. Homelessness assistance is for those in need of emergency housing, have become homeless due to unforeseen circumstance, or need aid while on hold with housing placement. Native Village of Barrow has the right to deny any application that may not meet the criteria of the program.
  • Application Process - Submit a completed application with required documentation. Incomplete applications will not be processed.

2026 Behavioral Health and Substance Abuse Assistance Application

  • What it Covers - Native Village of Barrow tribal members may qualify for assistance with housing, food, supplies, or online counseling through Talk Space while undergoing or completing substance abuse or behavioral health treatment.
  • Eligibility - Tribal members must be 13 years or older and provide proof of enrollment in a treatment program.
  • Application Process - Submit a completed application along with a letter from a case manager or counselor verifying participation in a treatment program and a copy of a government-issued ID (for minors, a parent/guardian ID is required).
  • Award Limits - Up to $750 per individual, with a one-time maximum allowance per year. Talk Space accounts are available until December 31, 2026, with two 30-minute sessions per month. Funding is limited and awarded on a first-come, first-served basis. Applying does not guarantee approval.

  • What it Covers - This program provides support for tribal members who must travel outside the local area for necessary medical care.
  • Travel Escorts - Assistance may also cover travel escorts, who must complete a separate application for record-keeping purposes.
  • Eligibility - All NVB tribal members, with no age limit.
  • Award Limits - $500 per individual per year. Additional assistance may be available for those with chronic conditions requiring ongoing out-of-area care, with a doctor’s note.

  • What it Covers - This program offers financial support to tribal members experiencing the loss of an immediate family member (spouse, child, sibling, or parent).
  • Eligibility - All NVB tribal members, with no age limit.
  • Application Process - Submit a completed application confirming your relationship with the deceased.
  • Award Limits - $500 per incident, with no cap on the number of incidents per year.
